District legal counsel and business staff reviewed an interlocal agreement Sept. 9 among the Hernando County School Board, Hernando County and the City of Brooksville that would permit mutual use of facilities for business purposes. Counsel said the agreement was discussed at an interlocal meeting on March 14, 2024 and that county and city staff had approved it; the district’s board attorneys had also reviewed the document.
Caroline Moakler, staff counsel, and Barbara Kidder, assistant superintendent for business and support operations, said the agreement permits use of facilities and equipment for business meetings and related non‑recreational uses, but explicitly excludes recreational or athletic uses. The draft interlocal expires July 31, 2026 and may be renewed to July 31, 2027 under its terms.
Board members asked clarifying operational questions about liability and damages for use of facilities; staff indicated the agreement follows prior interlocal practice and contains standard responsibility provisions but that the parties had limited the scope to business‑type activity. A board member noted the agreement had been discussed earlier and that the city and county had indicated they would take the agreement to their respective boards; Lipsey and Moakler confirmed the county intended to place the matter on its Oct. 7 BOCC agenda.
Board members agreed the agreement appeared customary and appropriate so long as it remained limited to non‑athletic, non‑recreational uses. Staff said they would present the interlocal for formal board action after county/municipal scheduling and noted they brought the item to the workshop to brief newer board members who were not at the earlier interlocal meeting.
The agreement’s principal operational elements are the mutual permission for non‑recreational facility use across the parties, an explicit exclusion of athletic/recreational uses, expiration on July 31, 2026 and renewal language extending to July 31, 2027. Staff characterized the document as routine and preparatory to placing it on a formal meeting agenda once county and city steps are complete.
