Harrisonburg City Council on Sept. 8 adopted the 2045 Council Vision and the corresponding 2025–2028 action plan after a staff presentation on accomplishments and proposed priorities.
Staff described the plan as an implementation guide that translates council’s vision into priorities, assigned staff champions, and target tasks. The adopted package lists 30 priorities across six focus areas and roughly 180 operational tasks that staff will pursue over the three‑year window. Highlights staff cited for the past year included establishing a navigation center providing 80 beds and supportive services, completion of a transit strategic plan, work toward Fire Station 5 opening, ARPA‑funded childcare expansions adding roughly 250 childcare slots, and the Community Connectors outreach work that produced a small‑area plan for the Northeast neighborhood.
The council discussed making the plan more public‑facing; staff said the full action plan and task lists are included in the meeting materials and that annual updates will be presented near the start of each fiscal year. Councilmembers praised staff work and said the document demonstrates how council priorities map to measurable tasks and funding choices. The council voted to adopt the vision and action plan by roll call (Aye: Robinson, Al Sadden, Dent, Vice Mayor Fleming).
