Harrisonburg City Council on Sept. 8 opened a public hearing on the FY2024 Consolidated Annual Performance and Evaluation Report (CAPER), the report the city must submit to the U.S. Department of Housing and Urban Development to account for Community Development Block Grant (CDBG) activities.
City staff explained the CAPER summarizes project spending and program status through the beginning of the month and that the report shows limited or delayed spending on the city’s critical home repair partnership with Habitat for Humanity due to leadership changes at that nonprofit. Staff said two parks and recreation sidewalk projects are underway or nearing completion and that several projects commonly carry over from one program year to the next.
Pam McComb (staff contact listed on the slide) and City Manager Banks were identified as contact points for public comments. Council opened the hearing and invited public comment; the hearing closed after one public commenter raised concerns about disparate impacts and aggressive nuisance enforcement in recent years. Council members reiterated that they are not voting on the CAPER at the Sept. 8 meeting; the public comment period closes at 9 a.m. on Sept. 25, 2025, and the CAPER will return to the City Council agenda after that period.
