El Cajon council approves rezoning for 628–630 and 702 Broadway; CEQA determination adopted

The El Cajon City Council on Sept. 19 adopted a California Environmental Quality Act (CEQA) determination and voted to introduce an ordinance to rezone parcels at 628–630 Broadway and 702 Broadway from residential zoning to Office Professional.
The rezoning request, presented by Noah Alvey, deputy director for the Community Development Department, covers properties on the north side of Broadway between Ballantine Street and North Mollison Avenue. Staff said the change would align the parcel zoning with the city’s general plan and allow future redevelopment and repurposing of existing nonconforming uses.
“No. The proposed zone change is consistent with the general plan,” Noah Alvey said during the staff presentation, noting the Planning Commission’s unanimous recommendation for approval and that the action is exempt from CEQA as a subsequent action to the general-plan EIR. Alvey also showed that 628–630 Broadway had held two residential units that were demolished and that 702 Broadway previously operated as a racquetball club under a conditional-use permit.
Council voted to adopt the CEQA determination by unanimous vote of members present; Mayor Bill Wells and Council Member Goebel were recorded as disqualified from that vote. The council then voted 3–0 to introduce the ordinance to rezone the named properties to Office Professional (OP), with Mayor Pro Tem Gary Kendrick, Council Member Mitchell and Council Member Ortiz recorded as voting yes and Mayor Wells and Council Member Goebel disqualified.
Property owner Dr. Johnson, who was present, said the owner is developing plans and is “in the process of developing a training dog program for service veterans” and may expand into therapy-dog visits to hospitals and care centers.
The ordinance title read in the record describes the rezoning as: rezoning a portion of property on the north side of Broadway between Mollison Avenue and Valentine Street from residential single-family R-6 to Office Professional (OP) and rezoning a second parcel from residential multifamily RM-2200 to OP; APNs cited in the meeting were 483-130-2100 and 483-130-4700.
Council directed staff to return with the ordinance on first reading; further approvals and any development proposals would follow the city’s standard permitting process.
