The Midland City Council unanimously authorized a contract with Saris Builders Incorporated to modernize and expand the Midland International Air and Spaceport terminal, approving the contract in the amount described at the meeting and authorizing contingencies.
City staff said the project is primarily funded by grants and passenger facility charges and that the city has secured more than $30 million toward the roughly $47 million program. Staff described receiving a single bid package and the extra FAA scrutiny that accompanies single-bid procurements; the FAA requires the city to provide bid advertising proof, the list of plan holders and other procurement documentation for review prior to contract execution.
Council members praised staff and the design team for delivering a bid substantially below earlier projections and highlighted that the terminal project will add TSA lanes and improve passenger circulation between floors. Staff noted the airport is an enterprise fund and that the airport’s user fees and passenger facility charges cover a significant share of capital costs.
The council approved the contract by unanimous vote. Staff said grant applications remain in process for additional funding and that the airport will use passenger facility charges to secure debt if needed for any remaining financing gap.
