The Midland City Council unanimously approved a resolution awarding the Briarwood Avenue Phase 2 construction contract to Reese Albert Incorporated of San Angelo for $9,020,270.27 and authorized contingencies of $804,052.73.
City staff said the project received three bids and the low bid came in substantially below pre-bid estimates (staff had estimated about $15 million). The project includes roadway expansion work on a long‑degraded Briarwood segment and the installation of a traffic signal at Briarwood and Avalon. Staff cautioned the public that additional TxDOT‑led projects at nearby intersections (including Briarwood at State Highway 158 and Wadley at 158) will be let by TxDOT and could take place in parallel; one TxDOT project was described as expected to let in October.
Council members praised staff for securing multiple bids on a large roadway contract and emphasized the short‑term disruption construction will cause for nearby residents while noting the long‑term safety benefits. Staff said Encore is working to relocate utilities ahead of construction and that the council previously approved a reimbursement agreement with the county to help fund the project; the county commission was expected to consider that agreement soon.
The council approved the contract by unanimous vote. Staff said timeline specifics are still being established, though the city will attempt to install the Avalon signal before major roadwork begins.
