OCPO declines independent review after complainant identified as city employee

The Community Police Oversight Board considered an independent review request, case number NI2025-0552, during its Sept. 9 meeting. OCPO Special Investigator Greg Huff told the board the office could not proceed because the complainant was a city employee and the city code precludes the OCPO from investigating internal complaints by city employees.
"We are unable to proceed with that investigation or that request because after the agenda was published, we determined that the complainant was a city employee, which precludes us from looking into his complaint," Huff said. When the chair asked why that precludes board discussion, Huff replied that the city code "says we're not allowed to look into internal complaints and a city employee would be considered an internal complaint."
The board did not vote to open an independent investigation for NI2025-0552. Huff said he is working on another investigation that should be ready for the next meeting.
