Justice Capps moved to forward item 25 I 62 with a due pass recommendation; the committee recorded 15 ayes on the roll call.
Justice Capps said MIMS — described in the meeting as the Little Rock Ambulance Authority — has provided county service since 1995 under five‑year extensions and is “outcome driven.” A representative identified in the meeting as Jordan Johnson attended to answer questions. The proposed agreement would extend service from October 2025 through October 2030 and would provide Pulaski County seats on the MEMS board.
Justice Robinson asked whether the county had bid emergency medical services or solicited competing providers such as other private ambulance companies. County staff replied that interlocal agreements with public agencies are not required to be competitively bid and that the arrangement is an extension of MIMS’ operating area into unincorporated Pulaski County.
Justice McCoy said he attended a luncheon about the arrangement and expressed support, saying he appreciated the improvements since the arrangement began in the 1990s.
The item now moves to the full quorum court with the committee’s due pass recommendation.
