Board briefed on Aug. 27 barricade and use-of-force incident; investigation ongoing

OCPO special investigator and Dallas Police Department leaders briefed the board on a critical incident Aug. 27 in which a barricaded subject armed with a knife was located in the 13000 block of Far Hills Lane; SWAT was used, the subject was shot, and OCPO said it will provide a full report when its investigation concludes.
The Community Police Oversight Board was briefed Sept. 9 on an Aug. 27 critical incident in which Dallas Police Department officers and SWAT responded to a barricaded subject armed with a large knife. OCPO Special Investigator Greg Huff summarized facts shown in body-worn-camera video and said the incident is under investigation.
"It was a call reference a subject who was threatening to harm himself and threatening to harm others inside a residence," Huff said. He reported the subject retreated into the home and at some point was inside with a large knife; SWAT was deployed and body-worn camera video was shown to the board. Deputy Chief Monique Alex told the board there were no other individuals in the house.
Board member Brandon Friedman asked whether mental-health professionals were on scene and why SWAT was used for a suicidal individual. Deputy Chief Alex said officers had difficulty making contact, the subject retained a knife, officers attempted less-lethal options including gas, and robotic/drones were used before SWAT entry. "What you didn't see in that video is initial video release ... the officers indicate that he still has a knife in his hand," Alex said.
Board member Jonathan Maples asked where the incident occurred; an IAD representative said it was the 13000 block of Far Hills Lane. Several board members pressed for context about the decision to deploy SWAT and about less-lethal options; department officials said portions of the operational record are part of the ongoing investigation and that OCPO will provide a full report to the board when completed.
Huff said the office will issue its own report after the investigation concludes and confirmed he is working on another investigation that should be ready for the next meeting. No disciplinary or investigative findings were announced during the briefing.
