At the Sept. 9 staff briefing of the City of Grand Prairie Planning and Zoning Commission, planning staff presented SUP25070023, an application for an internet‑only auto dealer and service center on approximately 7.71 acres adjacent to the I‑20 eastbound frontage road.
Staff said the proposed single‑story building would total about 51,000 square feet, including a showroom of roughly 6,400 square feet and a service center area (service center square footage read in the transcript as "44 7 8 7" and was not otherwise specified). The applicant proposes no on‑site vehicle inventory available for purchase; customers would order online and delivery specialists at the site would hand off purchased vehicles and provide customer education. The site would also include a service center offering tire changes, brake and suspension work and minor cosmetic repairs; staff said no auto body or collision repair would occur at the location. The applicant anticipates employing about 40 people at the site.
Staff identified multiple requested variances from the Unified Development Code (UDC) and Appendix F standards: a 2‑foot height variance to allow a 27‑foot building parapet where Article 6 of the UDC sets a 25‑foot maximum; a request to exceed the parking maximum (staff listed an 84‑space requirement under current standards and said the applicant proposes a total of 499 spaces, including 415 vehicle storage spaces); a reduction in the number of required permeable parking spaces for those excess spaces; a reduction in required parking lot trees (staff stated a reduction from 50 required trees to 5 in the vehicle storage area); a reduction in required 5‑gallon shrubs (from 671 to 252); reduced window area percentages on facades (staff said the applicant proposes 15% window area on the north facade, while Appendix F requires higher percentages); reduced canopy coverage (proposed 17% versus required 25%); allowance for garage bay doors with less than 70% glass and oriented parallel to a street; and allowance for ACM metal panels (staff said panels are under the 20% reflectance threshold and cover about 26% of the northern façade).
Staff also described a proposed 30‑foot access and utility easement along the western property line. The applicant proposes to construct a portion of the access drive and to fund the continuation of that drive so others may complete the connection; staff recommended approval of the SUP with a condition that the applicant escrow funds to construct the continuation of the 30‑foot access drive linking the Interstate 20 eastbound Furnish Road to the future Westchester Parkway right‑of‑way.
Commissioners asked questions and voiced concerns. One commissioner said, "This is a lot. I have concerns that this project..." and questioned whether the number of variances and the single primary entry to the site pose safety or operational issues. Staff answered that fire department review would verify emergency access requirements and said the site is a challenging parcel that has gone through multiple prior proposals. Staff also noted that Appendix F is predominantly designed for traditional retail uses and that the applicant's business model and brand inform some design choices.
No formal vote was taken during the staff briefing; staff said any formal action would occur during the public hearing portion of the regular meeting. Staff and at least one commissioner flagged follow‑up items for the public hearing: confirmation of emergency access and fire department review, clarification of the service‑area square footage, final landscaping and permeable surface calculations, and the proposed escrow or construction schedule for the 30‑foot access drive.
