Planning commission approves final plat for 71-lot Chambersburg subdivision

The Huber Heights Planning Commission voted to approve a final plat from 4 Star USA Real Estate Group Inc. for a 71‑lot subdivision located at Chambersburg Road and Endicott Road, case FP 25‑22.
City planner Aaron Sorel told the commission the site is “just under 52 acres,” is zoned planned residential and that the filing represents the first section of the development. Sorel said roads are under construction and that a box culvert has been built to span a stream on the site.
Sorel said the only change from the project's previously approved detailed development plan was a minor adjustment to the Chambersburg Road right‑of‑way on the north side, reduced from 45 feet from the center line to between 36 and 39 feet to align with the city’s road‑widening plans. He said front yard setbacks of 25 feet and the lot sizes match what the commission already approved in the detailed plan. Staff recommended approval of the final plat.
Commissioner Thomas moved to approve the final plat as recommended in the staff memorandum dated 09/04/2025; Commissioner Shumpert seconded. The roll call recorded four votes in favor: Commissioner Varga — yes; Commissioner Shumpert — yes; Commissioner Thomas — yes; Commissioner Walton — yes. The motion passed and staff will sign the plan after the meeting.
The approval allows the developer to continue construction of the first section and to begin selling lots; Sorel said subsequent sections will connect this portion to a second entrance and extend northward. The commission's action implements the previously approved development plan and does not change lot sizes or setback standards.
The developer is expected to sign and pick up the recorded plan following the meeting.
