Staff and outside consultants noted that much of the water rate increase is pass‑through cost tied to TRA (the regional water authority), described as a roughly 7.5% TRA increase and a smaller city component. Finance staff said the average summer combined water and sewer bill would increase by about $10 per month for a resident; staff said the sewer ordinance increases the average residential sewer charge by about $4.
Council member Clarity (motion) and Mayor Pro Tem Dawkins (second) moved the water and sewer rate ordinances; both measures passed unanimously. Staff noted that the city removed a planned street sweeper purchase from the capital list before adoption and that some internal funds were consolidated for accounting purposes.
Property tax ratification: The council also approved the state‑required resolution to ratify the property tax increase reflected by the fiscal year 2025–26 program of services. The resolution passed unanimously.
