Board renews Century (RG) Ambulance Service COPCN after staff reviews

The Clay County Board of County Commissioners on Sept. 9 voted unanimously to renew the certificate of public convenience and necessity (COPCN) for RG Ambulance Service, doing business as Century Ambulance Service. The public hearing generated no public opposition.
Chief Vohrey (Clay County Fire Rescue) explained the ordinance process and said the applicant had submitted a complete application as required by county chapter 7.3 (standards for issuing COPCNs). County staff confirmed the medical director had reviewed the provider’s medical procedures, protocols and equipment list and recommended approval. The county office of management and budget also provided a financial analysis for board consideration.
When commissioners asked under what circumstances an application might be denied, staff cited poor performance by a current COPCN holder, or omission of required documents as common grounds for denial. In this case, staff reported no outstanding performance issues and said the application materials were complete.
Outcome: The board approved the renewal unanimously (5–0).
Why it matters: COPCNs regulate who may provide emergency ambulance services in the county and ensure standards for medical protocols, equipment and financial fitness are met. Renewals follow a statutory and ordinance-driven process that includes review by medical direction, fire rescue and the finance office.
What’s next: County staff will update records to reflect the renewed class B/C/D COPCN and continue routine oversight and performance monitoring of licensed providers.
