Public Works committee approves permits, resurfacing and street/tree work; bundles three event permits

The Kenosha Common Council Public Works Committee voted on a set of routine and capital items at its Sept. 8 meeting, approving event permits, resurfacing contracts, a completed sidewalk tree‑removal contract and a certified survey map, among other actions.
The committee voted to approve three event permit requests together: a Public Brewing Company block party request to close 50 Eighth Street (from Sixth Avenue to Seventh Avenue) and use sidewalks on Oct. 4; a Kenosha Running Club request to use the grassy area west of the museums and city streets for the Mayor’s Turkey Day run/walk on Nov. 27; and an Italian American Society request to change the Kenosha Italian Festival setup date from Sept. 18 to Sept. 17. Alderman John Kennedy moved to bundle the three items; the motion was seconded and the bundle was approved by voice vote.
The committee awarded the contract for Project 25-104070, First Street resurfacing, to Align Contractors Inc. in the amount of $293,100. The motion to award the contract carried on a voice vote.
The committee accepted Project 25-1202 (tree removal for the 2025 sidewalk program), completed by Landscape Concepts Management, with a final contract amount of $37,181. Members recorded that the project was satisfactorily completed and approved the acceptance.
For Project 25-1044 (Twentieth Avenue resurfacing), staff reported that crews discovered brick beneath the pavement rather than expected concrete. Because milling was not feasible with brick substrate, the work shifted to a reconstruction approach, increasing the roadway portion of the contract by $51,700. Staff said funding exists in the approved resurfacing fund and asked the committee to authorize the change order; the committee approved the increase by voice vote.
The committee also approved a mayoral resolution to accept a two‑lot certified survey map for property at 6405/50 Fourth Avenue.
