Greg Rickoff, director of Community Justice and Rehabilitation Services and assistant county administrator, told the board that “I'm afraid today we're coming with bad news,” and that the governor's recommended budget was cut by the legislature to the bare minimum level that avoided a statewide opt‑out. That change reduced expected statewide grant funding for community corrections from about $332 million to $279 million, a decline Rickoff said is driving the county shortfall.
The Public Safety Coordinating Council (rebranded in the presentation as the Community Safety and Health Council) and allied presenters detailed how two state funding streams — Community Corrections Act (CCA) grant‑in‑aid dollars and Justice Reinvestment grant funds — support local supervision, housing, sanctions and treatment. Presenters warned the cuts threaten supervision capacity, residential reentry beds and several programs the county and nonprofits use to reduce recidivism.
Croatia Brutzman, manager of Parole & Probation, said the department faces “a $5,000,000 shortfall this biennium,” and that would require cutting roughly 35% of staff.…
