City staff outlines timeline and draft maps for Garland Forward comprehensive‑plan update

City of Garland planning staff gave the Plan Commission an update Sept. 22 on Garland Forward, the city’s comprehensive‑plan update, saying draft maps and plan text are in development and the adoption schedule has been pushed to May 2026.
The consultant (Verduity) and city staff have completed substantial outreach in the assess and explore phases and are now organizing input, staff said. "Initially, the whole process was divided into five steps. It was assess, explore, organize, prioritize, and adopt," the planning staff member said. Staff reported online engagement was stronger than in‑person attendance and that an advisory committee met multiple times.
Staff said two additional studies — a housing study by CZB and a downtown activation plan — are being coordinated with the comp‑plan work so recommendations align. "We want to make sure our goals and recommendations do align," the planning staff member said of the housing study, and staff said the schedule was adjusted to coordinate these efforts.
Staff showed a draft future‑land‑use map and a "spectrum of change" map that indicates where incremental change or concentrated redevelopment may be appropriate. The draft maps are roughly complete and will be presented to the commission in future work sessions for review. Staff said it will prepare concise two‑page summaries for public consumption and post materials on the Garland Forward website.
The project timeline was revised from a March 2026 target to May 2026 to allow time to integrate the housing and downtown studies. Staff said commission members and the public will have additional opportunities to review draft maps and recommendations before adoption.
Commissioners asked how the plan will support targeted revitalization; staff said the spectrum‑of‑change map will identify areas suitable for focused investment, while other areas will be preserved. The planning department will coordinate implementation tools, which could include incentives or targeted grant programs, as recommended in the plan.
Staff said the draft maps are nearing completion and that the commission will see further presentations as staff prepares the materials for public review and Council consideration.
