Planning Commission tables Wickstrom Estate South preliminary plat, cites missing DNR data

The Oak Grove Planning Commission on Thursday continued the public hearing for the Wickstrom Estate South preliminary plat and voted to table the item until the commission's October meeting after staff said the application lacked information necessary to verify compliance with lot-size and water-adjacency rules.
Emily (staff) told the commission the revised preliminary plat proposes 21 single-family home sites and that the applicant's earlier cul-de-sac variance had been denied. Staff raised concerns that at least two lots did not clearly meet the minimum 100-foot frontage requirement on a curve and that acreage above the ordinary high water (OHW) line had not been shown for lots near the Cherry Creek (a local creek referenced in the packet). The absence of comments from the Minnesota Department of Natural Resources (DNR) left staff unable to confirm compliance for lots adjacent to wetlands or the creek.
Applicant Gary Bauer said his engineer was working to provide the missing OHW and acreage data, and he asked whether grading work could proceed this fall even if final plat approval was delayed. Staff advised the applicant that preliminary plat review must be completed first, but that grading permits and a development agreement could be pursued independently once the plat is complete; staff also said the city had done similar staged work with developers.
Because the timing required additional review, the commission voted to table the item to its October meeting and to accept the applicant's waiver of the 60-day review requirement. Motion: Commissioner Hall moved to table the preliminary plat to the October meeting; Commissioner Farah seconded. Vote: unanimous. Staff said it would contact the DNR hydrologist directly and asked the applicant to submit updated plats showing land above and below the OHW so staff could verify compliance with the two-acre minimum where applicable.
The applicant was advised to work with city staff on a grading permit and to return in October with the missing materials.
