Boone County council members voted to reduce the county’s health-insurance budget line (account 5122) from $5,629,000 to $5,000,000, a $629,000 reduction.
A council member said the current encumbrances and receipt of rebates — including a recent rebate of about $163,000 mentioned by staff — supported lowering the budgeted amount. The speaker noted that the health-insurance account was 41% encumbered earlier in the year and that anticipated encumbrances for the remainder of 2025 would allow a reduced 2026 budget.
The motion to reduce the health-insurance line to $5,000,000 was moved, seconded and carried on a voice vote.
Council members also discussed health-savings-account (HSA) administration and a proposed change in how employer HSA contributions would be paid (spread over 25 pays to allow pro rata payments to employees who start mid-year). Staff said the commissioners approved the HSA policy itself and the council needed to approve the amount for the county to implement the payroll scheduling change.
