APC reports: code enforcement court win, floodplain ordinance submission and GIS/zoning updates

During the meeting's reports and communications section, staff and commission members provided several operational updates.
Code enforcement and court action: A staff member reported that a recent court matter concerning a property on State Road 9 was successful and that the county is pursuing court orders to require cleanup. The staffer said the health department's enforcement powers are limited and that involving the area plan authority provided additional enforcement options.
Floodplain ordinance and signatures: Staff reported the floodplain ordinance work is nearing completion; the presenter said one signature page remained and that after securing required signatures the ordinance will be submitted to the state Department of Natural Resources (IDNR) and then recorded. Staff said Beacon GIS and Schneider will be part of the permitting/GIS workflow tied to floodplain management.
GIS, zoning maps and website: Staff said the county is migrating from the older Elevate system to Beacon, and that Beacon will replace Elevate for GIS public access. The office has a master county zoning map PDF provided to economic development staff; staff said they will use that to produce township-level maps for office reference. Staff also said they are working to post agendas and meeting minutes on the county website and will post major documents such as the comprehensive plan draft for public review.
Permits and geo-permitting: Staff and commissioners discussed the geo-permitting workflow and an automated system that can flag permits without inspections. Staff said existing manual processes remain for some permit checks while the office works with software vendors to expand automated checks tied to zoning and regulated ditches and easements. Commissioners encouraged staff to develop annual or quarterly trend reports on permits to support staffing decisions and to provide context for any request for additional resources.
Several commission members thanked staff for improvements in office efficiency and acknowledged staff turnover and workload during the transition to new systems.
