APC approves part-time permit clerk; full-time hire pending county council approval

The Grant County Area Plan Commission approved Sept. 4 the hire of a part-time permit clerk, Tammy Holloway, to provide office continuity while a full-time hire awaits county council approval.
Staff said the recent full-time permit clerk resigned and that the office advertised a part-time opening to provide training overlap. "We went ahead and got someone in there while we still had to overlap because no one's last day is tomorrow," staff said during the meeting. The commission approved the part-time hire by roll-call vote.
Commissioners and staff discussed the full-time position. Staff said a candidate had been selected but county council has a hiring freeze; the full-time new hire cannot start until council approval is obtained. Staff said the new start date depends on county council action and that the APC's agenda will include the required approvals before the new hire begins work.
Members also discussed cross-training, permit workflow and geo-permitting software. Staff said the office was working with Schneider and Beacon GIS tools to integrate zoning and permit checks, and acknowledged current limitations in public access and some manual steps that remain.
Motion and vote: A motion to approve the part-time hire was made and seconded; the roll-call vote recorded yeses from commission members and the motion carried.
