During budget review, the council debated staffing for the Area Plan Commission (APC) and approved a reallocation that removes funding for a planner position and increases the executive-director line.
A council member moved to zero out account 3113 (planner) and the motion carried on voice vote. The council then approved increasing line 3111 (executive director) to $120,000. Members discussed that the planner line had previously been budgeted at $60,000 and that the APC had considered hiring either a full director or a part-time planner; the county will advertise positions but cannot offer a salary higher than the adopted salary ordinance until the next ordinance takes effect in January.
Council members and staff also discussed using planning-consultant funds for transition work. The planning-consultant line will not be eliminated entirely; staff noted the planning consultant contract has covered interim work and that any unused consultant dollars could be rolled into the director line during transition.
On staffing overlap, a county official estimated a reasonable transition overlap of three to six months if the county hires a director, and council members discussed the need to preserve some consulting funding to cover work until a permanent hire is onboarded.
