Board hears New Scotland supplemental cooling plan; SED review targeted this fall

District consultants presented design development for a supplemental cooling system at New Scotland that adds a roof‑mounted chiller and replaces each classroom’s VAV box with a blower/fan coil to provide additional cooling capacity and room‑level control.
Presenters said the rooftop chiller will sit over a corridor so the roof can carry the weight and to limit equipment noise over classrooms. The existing ventilation (roof‑level) will remain in place for fresh air, while chilled water and the new fan coils will give each classroom added cooling and control.
Design development documents have been submitted to Schoolhouse Construction for estimating. The administration said it aims to submit the project to the State Education Department (SED) in October; if review times lengthen the district may pursue a third‑party review to speed approvals. The current schedule estimates SED approval by year‑end, bidding and award in January–February, and procurement/construction work in March, with a target to have the work complete for the 2026–27 school year subject to equipment availability.
The consultant explained that a previous option to install ductless split systems in each classroom was evaluated; installers concluded that the chosen solution would replace aging VAV equipment and avoid layering new systems on top of end‑of‑life hardware. A question about rooftop vibration was answered by the consultant, who said the chiller will be mounted on vibration isolators.
No board vote was taken; staff said the design and procurement path will be returned to the board when permitting and cost estimating are complete.
