The Venice City Council on Tuesday took a package of votes spanning routine consent business, two municipal ordinances, personnel compensation and appointments, and a set of state legislative priorities.
Consent and ordinances Council approved the consent section by a single motion; the packet included routine administrative items that were not discussed separately and passed unanimously. The council then conducted two public hearings and adopted two ordinances by vote: Ordinance 2025‑29 (amending parks and recreation chapter descriptions and naming rules) and Ordinance 2025‑30 (setting time limits for presentations to council and restricting the number of presentations on an agenda). Both ordinances passed with unanimous votes as recorded in the meeting minutes.
Personnel and appointments The council approved a 3.5% pay increase for City Clerk Kelly Michaels to take effect in the FY26 compensation schedule. Council members cited her workload and performance; the motion passed unanimously.
Council appointed Kevin McGrath to the Police Pension Board of Trustees for a partial term from 2025‑10‑01 through 2029‑09‑30. The appointment passed by roll call (unanimous per minutes).
Legislative priorities and budget schedule Council approved a draft list of state legislative priorities for FY2026, including two utility projects, a Flamingo Ditch stormwater request (listed as a placeholder $350,000 state share pending consultant cost estimates), beach renourishment support, transportation, affordable housing initiatives, and a position to support municipal home‑rule interests. The mayor and city manager noted plans to present the list to the local delegation and to pursue appropriations during the upcoming session.
Variance and other actions In a separately noticed quasi‑judicial appeal hearing the council approved, by a 5–2 vote, variance petition 25‑22‑VZ to relieve one parcel at 240 Base Avenue East from the Venice Historical Precedent architectural standard; the applicant will still be required to submit a site‑and‑development plan for public review. Other routine council actions included directing staff to have the Citizens Advisory Board evaluate the city website and report recommendations for a FY2026 site update, and a unanimous motion to direct review of a proposed share plan ordinance for the Municipal Police Officers’ Pension Trust Fund.
No additional appropriations were authorized at the meeting; a budget hearing related to the FY2026 budget was scheduled for later the same day at 5:01 p.m.
