Staff reminded council this property previously operated under a temporary operational permit that expired; the applicant now requests permanent variances including: (1) allow outdoor storage including inventory associated with automobile sales, (2) allow outside storage beyond side or rear yard, (3) allow outdoor storage outside of a solid wall or fence at least 6 feet high, (4) waive the 25% limit on land area used for outdoor storage, (5) allow outdoor storage as a primary use in CRC zoning, and (6) allow outdoor storage within 50 feet of residentially zoned property and within 25 feet of city right of way.
Staff said the property owner and multiple lessees have historically used a portion of the frontage outside a fence for overflow vehicle storage, and the 2023 temporary approval included stipulations (no on‑site sales/maintenance visible from the right‑of‑way and repaving/striping in the visible area). Staff told the council the applicant has complied with the stipulations but is seeking a permanent allowance.
The council did not vote on the variances at the work session; staff and the applicant will present the case and public comment at Wednesday’s public hearing.
