A Nassau County special magistrate authorized county abatement of property at 94256 Duck Lake Drive in Fernandina Beach and scheduled a fine-assessment hearing for Nov. 18, 2025, after county staff said repeated inspections found trash, litter, debris and temporary structures on the site creating a public-health hazard.
Officer Margie Camacho testified that the county received a complaint on May 9, 2025, and that follow-up inspections on Aug. 4 and Sept. 5, 2025, confirmed the property remained in violation of Nassau County Code Chapter 18¼ Section 18¼-5 and certain land-development provisions (Article 10, Section 10.1; Article 28, Section 28.15) as well as Appendix A and the 1997 land-development ordinance cited in the record. Camacho said photographs showed household items, appliances, construction materials, pallets, scrap metal, tents and other temporary structures, and that the conditions created habitat for disease-carrying insects and rodents.
Camacho told the magistrate the property had not achieved compliance and that there was no communication with an owner representative. The magistrate noted some evidence of people living on-site, including hanging laundry and sounds heard during inspections, and authorized abatement of household items and temporary structures. In response to the magistrate’s question about resources for displaced occupants, Michael Pearson, division manager for Code Enforcement, said: "If we were ever to make contact with the occupants of this property that are supposedly living on-site, then we would provide necessary information if they wanted it." The magistrate asked staff to be prepared to offer assistance if occupants are encountered during abatement.
The magistrate set a fine-assessment hearing for Nov. 18, 2025, to assess county abatement costs and directed staff to prepare a written order listing items to be removed; the county submitted photographs, notices of violation, affidavits of posting and mailing, a grant of drainage easement and a stormwater drainage map into the record.
The written order will be filed in the case record and will specify the abatement actions and date for the cost assessment hearing.
