Commissioners deny $319,000 modular installation at waterways site, question need for new infrastructure

Hernando County commissioners on Sept. 9 rejected a staff request to award $319,000 to install a modular building and sewer infrastructure at a former wastewater plant site proposed for use by the county's waterways operations.
The vote came after commissioners questioned whether the cost was prudent for what staff described as a limited operational need and whether the site would remain useful for future debris staging and storm recovery. Commissioner Champion moved to deny; the motion carried, 4-1, with Commissioner Green voting no.
What was proposed: Staff recommended awarding the contract to Waller Construction for a modular temporary office and adding a budget amendment to move reserves to the department to pay for site lift-station installation and utilities. Staff said the site had been used extensively for storm disposal and debris staging after recent hurricanes and argued the infrastructure could be eligible for FEMA reimbursement if used for disaster recovery.
Board concerns: Several commissioners said they preferred exploring lower-cost alternatives, including locating staff in existing county buildings, using a convenience center site for staging and temporary offices, or bringing staff into underused county spaces. Commissioner Champion said the $319,000 figure and the need for a lift station (grinder pump and force main) made the project expensive for the 6-person operation that would occupy the space.
Vote and outcome: Motion to deny the contract and associated budget amendment carried 4-1 (Champion, Hamzler, Loco, Campbell in favor; Green opposed). Commissioners told staff to evaluate short-term alternatives and report back.
Next steps: Administrator Jeff Rogers said staff will identify temporary accommodations for waterways personnel within county facilities and continue to pursue grant options for a permanent operations hub if the board revisits the project. No replacement contract was awarded at the meeting.
