The authority’s staff explained Moore retired July 31 after 26 years with the agency and that his duties — particularly HUD reporting — had fallen to a two-person development unit. "He basically does all of our HUD reporting," said Joseph, a housing authority staff member, adding the agency has been recruiting and restructuring the department. Joseph said Moore will not retain the director title if rehired but will serve as a project manager under the job title Housing Rehabilitation Officer.
The chair paused the meeting briefly to complete a prior procedural vote on consent items, then resumed the D-1 discussion. After no members of the public spoke on the item, a motion to waive the sit-out period was made and seconded. The vote passed 6-0 among those present.
The action allows the housing authority to reengage Moore immediately to assist with HUD reporting and ongoing projects, and to help onboard and train new staff during the transition away from a separate development director position.
The authority did not provide contract terms, a rehiring date, or expected duration in the transcript. The chair and staff said the rehired position would carry the Housing Rehabilitation Officer title rather than the former director title.
