GARLAND, Texas — The Garland Plan Commission on Sept. 8 approved an amendment to Plan Development District 84‑104 (case Z25‑28) to allow a warehouse‑office‑showroom use at 1775 Wind Joyce Road.
The commission voted to approve the applicant’s request per staff recommendation. Commissioner Perris made the motion to approve and Commissioner Abel seconded; the motion passed unanimously.
Staff told the commission the site is a 0.29‑acre parcel surrounded by warehouses and self‑storage to the north and west, electric infrastructure to the east and single‑family homes across the street. City planning staff said the applicant had proposed that at least 50 percent of the requested warehouse‑office‑showroom use would be office, and that the project would meet the exterior building standards of the GDC. Staff recommended approval and reported that the city sent 104 notices and received two written responses in opposition from nearby properties.
Skye Thibodeau of Mission Ridge Consultants, presenting for the applicant, said the proposed amendment would allow Rock Strategic to convert an existing former print shop into office space with ancillary warehouse functions for maintenance and materials. "This really we see this as an office," Thibodeau said, adding the development would not operate a customer‑facing showroom and would generate minimal traffic — the applicants expect about six employees at the site.
Matthew Parmalee of Rock Strategic described interior plans that include a 200‑square‑foot lounge lobby, four small offices, a 500‑square‑foot training room and a 216‑square‑foot conference room. Parmalee said the company operates more than 70 franchise restaurants in the Dallas‑Fort Worth area and needs additional office and maintenance space as it grows.
The applicant agreed to add four planters and other landscaping to the building frontage. City staff characterized those landscape elements as voluntary conditions worked out between staff and the applicant to help the transition between nearby residential areas and the proposed commercial use. Commissioner Jenkins asked for detail about the planters and their typical plantings; city staff and the applicant described them as planter boxes that would hold shrubs or ornamental grasses and provided renderings in the applicant’s packet.
The commission and staff also discussed parking and paving. Staff said the additional office area increases the required parking from eight to 11 spaces, while the site has eight available; staff nevertheless recommended approval under the PD amendment. Commissioners asked whether the asphalt in front of the building would be replaced with concrete; staff said the front area would likely remain asphalt unless the applicant chose to repave and thereby trigger full pavement standards.
Several commissioners said the proposed exterior improvements would be an upgrade from the existing structure. Commissioner Duckworth called the plan "a tremendous improvement to the community," and other commissioners said outreach materials and the applicant’s interior layout helped address neighbors’ initial concerns.
