Council debates whether appointment order should prioritize application date or qualifications

Council members spent a substantial portion of the Sept. 9 meeting discussing the city’s process for recommending applicants to city boards and commissions. Council member McGee urged that the appointment process prioritize applicants in the order they submitted, provided they meet requirements, saying that several residents had been waiting months for consideration.

Other council members and committee representatives responded that the citizens appointment committee reviews applicant qualifications and that prioritizing strictly by filing date could exclude more qualified candidates who apply later. Council member Tim Anthony (serving as a committee presenter) and others described the committee’s practice of reviewing resumes, experience and unique perspectives — for example bilingual applicants and those with direct program experience — when making recommendations. Several council members said the committee process had been transparent and that committee members had reviewed applications, including dates, prior to recommending candidates.

Council member McGee and others highlighted three specific applicants — Denise Leone, Jaylen Sow, and Luis Yin — who had applied earlier and in McGee’s view should have been prioritized for Parks and Recreation appointments; committee members said those applicants were reviewed and that qualifications were the deciding factor. The council did not adopt a policy change or motion to change appointment ordering at the meeting; the chair called for motions and none were offered, so the discussion concluded without formal action.

Council and staff noted the appointment committee’s meetings are recorded and that council ultimately votes on committee recommendations. Several members called for continued transparency in the appointment portal and process.
