The Kossuth County Board of Supervisors reviewed an engineering report and a petition concerning the outlet of the South Main of Drainage District (DD) 20 and set a public hearing for Nov. 12 at 9 a.m. to consider any improvements. The petition asked that the outlet be improved to achieve a 1-inch drainage coefficient.
Staff described a short 60-foot reach of outlet pipe and junction box that currently limits capacity. The engineer documented existing pipe sizes and grades, calculated the present drainage coefficient (about 0.63 inches per day under submerged conditions for the evaluated section) and modeled options. The engineer said achieving a 1-inch coefficient, given downstream channel constraints, would likely require replacing the 40-foot upstream plastic with a 42-inch pipe and the outlet corrugated metal pipe (CMP) with a 48-inch, 20-foot segment, and retrofitting the receiving junction structure to accept larger tiles.
The report estimated a conceptual cost for a minimal outlet retrofit at roughly $15,500, a figure that assumed the existing manual structure could be retrofitted rather than entirely replaced and which the engineer cautioned had low confidence because the quantities were small and variable. Supervisors and staff discussed remonstrance rules, the possibility that more extensive upstream improvements would be more cost-effective, and the need to consider wetlands and downstream channel owner preferences.
The Board voted to acknowledge the engineer's report and set a hearing date of Nov. 12 at 9:00 a.m. for the DD 20 outlet improvement petition. The motion to set that date was made by Supervisor Stecker, seconded by Supervisor Wachter, and carried unanimously on a roll call vote. Staff said the hearing must be at least 40 days from acceptance of the report, and Nov. 12 fits that timeline.
Supervisors directed staff to proceed with hearing notifications and to distribute the engineer's report and supportive materials to affected landowners and trustees.
