Supervisors consider gravel-road stabilizer trial after Franklin County results

Winnebago County supervisors discussed whether to test a chemical product used by other counties to stabilize gravel roads and reduce maintenance and dust.
Roads staff described two approaches: county crews could perform scarifying and apply the product themselves, or hire an outside contractor. Staff said the material appears to chemically react with clay particles in the soil to create a cement-like stabilization, and that Franklin County had used a similar process. “What they're promoting is some sort of chemical reaction with the clay particles,” one speaker said.
Supervisors suggested testing the product on a high-traffic segment such as Snake Road (southwest of Blake Mills, near the bowling alley) and watching performance. Staff said application requires dry conditions and a spray/tanker system and that the county could potentially retrofit existing tankers or build one in-house.
Board members noted the need to plan for the work in spring if chosen, because the project requires several days and equipment coordination. Staff suggested the trial could be done by county crews if prioritized.
Why it matters: a successful locally run stabilization program could lower long-term maintenance and dust-control costs on busy gravel routes; supervisors asked staff to scope a trial and estimate time and equipment needs.
