Commissioners accept sketch prelim for two minor subdivisions; JJ Scott plat must reflect easement

The Moffat County Board of Commissioners on Sept. 9 opened and closed public hearings for two minor subdivision sketch preliminaries and referred both items back for final review in October.
Candace Miller, planning and zoning coordinator, presented the JJ Scott Minor Subdivision (S‑2504). She said a 32.35‑acre parcel would be divided into four lots (three approximately five‑acre lots and one about 19.35 acres). Lots 1 through 3 will have access on County Road 7; lot 1 contains an existing residence with a well and the two other five‑acre parcels have city water available in front of the lots. Miller said the Division of Water Resources (DWR) noted that because the parcel is being subdivided after Feb. 2022 an augmentation plan will be required for existing wells; she said the landowner had been given that information.
Miller told the board an existing access easement for an adjacent parcel was not reflected on the submitted plat and that the surveyor must show the easement on the revised plat. She said the planning board recommended the sketch preliminary 3–1 conditioned on the easement being reflected; commissioners voted to accept the sketch prelim and to have the corrected plat returned for final approval in October.
Miller then presented the Powell Minor Subdivision (S‑2506). Owner Jerry Powell proposed dividing a 268.52‑acre parcel into two lots of about 17.192 acres and 11.647 acres; the remaining approximately 250.72 acres remains exempt because it exceeds 35 acres. Miller said the parcels have existing access from Highway 13 and the owner indicated no plan to drill a new well and would haul water; DWR was notified and the planning board recommended approval 3–1. Commissioners voted to approve the sketch preliminary as presented.
No members of the public testified at either hearing. Both items will return to the board for final action; the JJ Scott plat needs a corrected easement depiction before final approval.
