Bellflower council thanks long-serving finance director and adjourns in memory of Phyllis Larson

Council members used the Sept. 8 meeting to acknowledge two personnel and community milestones: the departure of the city's long-serving finance director and the death of a longtime resident, Phyllis Larson.
Mayor Pro Tem Sonny Santinez and Council member Dan Coops publicly thanked the departing finance director, identified in remarks as "Terry," who the council said served the city for 33 years and helped earn 32 consecutive recognitions for excellence in financial reporting. Coops called the director conscientious and credited him with guiding the city through difficult fiscal years to the stronger finances the city now enjoys. Council members said Anna Garan is the new finance director.
Council member Coops also asked the meeting be adjourned in memory of Phyllis Ann Larson, who died Sept. 3, 2025, at age 95. Coops read a biographical sketch on the record that described Larson’s long community service: volunteering at church and schools, organizing meals for people experiencing homelessness, coaching and managing youth softball and other civic activities. Funeral arrangements were said to be pending and likely in October; the council said it would announce services if needed.
The council’s remarks were tributes and did not include policy actions or personnel votes; the meeting adjourned to the next regular meeting on Sept. 22, 2025.
