Fremont County names new public health director; announces recycling event, assessor move and Phantom Canyon Road closure

County Administrator Tony Carrocci said the county hired Richard Gutierrez, who goes by Rick and currently serves as operations director at Hildebrand Care Center, as the new Fremont County public health director. Carrocci said Gutierrez’s start date is scheduled for Sept. 29, 2025.
The county also confirmed that Public Health will host an electronic recycling event Oct. 4 from 9 a.m. to noon in the Department of Human Services parking lot. Carrocci said the health department will publicize event details and that vital-records services continue at Garden Park on limited hours, Monday through Thursday, 8 a.m.–1 p.m., with other options through the Pueblo and Chaffee county vital records offices.
Carrocci said the Assessor’s Office has temporarily moved to Garden Park while asbestos mitigation and renovations proceed and that staff are expected to return to the County Administration Building by Oct. 15.
On county transportation matters, Carrocci said the Department of Transportation will close Phantom Canyon Road from Monday, Sept. 15, through Wednesday, Sept. 17, to allow Midwest Rock, the county’s contractor, to conduct rock scaling at and near the Phantom Canyon Tunnel. "CDOT is the organization that identified these rocks that need to come down," Carrocci said, explaining the closure is to prevent falling rocks from reaching the roadway.
Carrocci also described how crews marked and will remove unstable rocks both inside and outside the tunnel and asked residents to plan alternate travel routes during the closure.
The administrator closed by noting current job postings—front desk clerk in the Department of Human Services and a light heavy duty technician in the Department of Transportation—and directing listeners to the county website or HR for more information.
The updates were delivered as part of the administrators' and elected officials' reports; no formal board action was recorded on these items at the meeting.
