The Public Service Commission voted unanimously to publish proposed rules and solicit public comments governing pipeline safe pressure testing at school facilities. The move follows a legislative mandate and begins the formal rulemaking stage under the Administrative Procedures Act.
Miss Dixon told commissioners the draft rules were prepared after the commission opened a rulemaking docket in April and received comments from gas utilities and other interested parties. The rulemaking implements House Bill 80 11 86 and provisions of Mississippi Code Annotated section 77-11-1 referenced in the staff presentation. Dixon said the order will give interested parties 30 days to submit written comments.
Dixon said staff and legal counsel reviewed the comments, met with the pipeline safety division and produced the draft rules for the public comment period. The commission must complete rulemaking by Dec. 31, a date Dixon cited as the statutory deadline in the enabling legislation. Commissioners confirmed the rule language covers natural gas only and does not include propane or blends, as stated in the bill’s text.
The commission approved the order to publish the proposed rule and solicit comments by voice vote.
