County awards $350,596 foundation contract for Fire Training Burn Building

The Washington County Board of County Commissioners authorized a construction contract for the reinforced concrete foundation that will support the new Fire Training Burn Building at the county’s Public Safety Training Center.
Scott Hobbs, the county’s director of engineering, recommended awarding the foundation contract to Rockwell Construction Company of Mercersburg, Pennsylvania, as the lowest responsible bidder. The board approved the award on the record; the bid amount presented was $350,596.30. Hobbs said the engineer’s estimate was $375,000 and that 6 bids were received after the project was advertised on state and county procurement platforms.
Hobbs described the foundation as the base for a steel-frame burn building that is part of a larger tactical-village training complex. The building will be used to simulate real-world conditions for police, fire and emergency services personnel; remaining site work, including paving for an apparatus operator/defensive-driving area, will be bid later. The contract includes liquidated damages of $500 per calendar day beyond the contract completion date and was described as a 60-consecutive-calendar-day contract with an anticipated notice to proceed later in the month.
Funding for the foundation was identified as available from the Byrne Building Public Safety Training Center budget and the county’s capital-improvement program (CIP). The board voted 5–0 to award the contract.
Construction is planned in phases; county staff said delivery of the steel-framed burn building was scheduled for the fall and that subsequent site work will continue into the following year.
