Adams County approves multi-year contracts for interpretation and translation services for child welfare and adult protection cases

Adams County commissioners on Sept. 9 approved a set of multi‑year contracts to provide interpretation and translation services for clients involved in child welfare and adult protection cases.
Human Services said the contracts were awarded through an open request-for-applications (RFA) issued in June 2025 to ensure trauma‑informed, culturally appropriate services for families with limited English proficiency and for clients who are deaf or hard of hearing. The services are required by state rules and will be paid from the department’s child welfare block allocation.
Carrie Daggett, child welfare director for Adams County Human Services, told the board the county’s top five language needs historically are Spanish, Russian, Vietnamese, Farsi and a language transcribed in the meeting as “Pasco.” She said four providers were selected from five applicants and that contracts were structured as a first-year amount with options to renew for four additional years (five years total).
The awards approved were: 1 World Translations — $75,000 for year one; contract total over five years $375,000 (option years included). LexPro doing business as A and A Languages — $100,000 for year one; $500,000 over five years. Interpretor — $150,000 for year one; $750,000 over five years. SESCO — $200,000 for year one; $1,000,000 over five years.
Daggett said the child welfare block allocation contains both federal and state funds and that the county provides a 20% local match; she said the request amounts were already included in the Human Services budget. Commissioners asked about procurement and renewal mechanics; Daggett explained the contracts include an initial year and options to renew for the remaining four years without another RFA, though the county maintains an open RFA process to accept future applicants.
Each contract vote passed on the record (each motion recorded as passing 4 to 0 during the meeting). Commissioners asked staff to monitor performance and noted the county will continue outreach to ensure services match community language needs.
