St. Francois County commissioners approved an architectural services agreement with Mark Jarvis to design a dividing (demising) wall, an ADA entry and restroom modifications for the county’s portion of the soon-to-be-occupied US Bank building. Commissioners added an emergency declaration to the approval so the county could proceed without issuing a new qualifications solicitation (RFQ).
Staff said the architect previously produced timely drawings for a separate grant-funded sally port project and could move quickly to produce construction documents and support permitting. A commissioner raised the statutory requirement to solicit qualifications for professional services; the county acknowledged that the typical RFQ process was not followed but said an emergency declaration was justified because the wall and related work must be completed to proceed with occupancy and the agreement would expedite permits and construction.
The motion to approve the architectural contract and declare an emergency for expedited award was made, seconded and approved by voice vote. Commissioners asked staff to document the emergency justification in procurement records.
