Lincoln Park council terminates Net Solutions code-enforcement contract, authorizes temporary use of RFC

The Lincoln Park City Council voted to terminate its contract with Net Solutions Incorporated for code enforcement and temporarily authorize RFC Incorporated under RFC’s 2024 pricing while the city reissues a bid for the program.

City code enforcement supervisor Miss Griggs told the council the city had documented multiple problems with Net Solutions, including incomplete or missing documentation and photographs, unverified claims that work had been completed, and billing that did not conform to contract terms. "They weren't in line with the contract," Griggs said, listing the problems the city had experienced.

Council members moved and supported the resolution to terminate the contract effective immediately and to authorize the use of RFC Incorporated at the 2024 price schedule until a new contract is bid and awarded. The motion passed on a roll call vote with all members present voting yes.

Finance staff earlier told council the code-enforcement contract termination would allow the city to ensure verified, auditable work while it solicits a new vendor. The city clerk and mayor are authorized to execute necessary documents to implement the change.

Council members and staff did not list a replacement contract amount in the meeting; the city said it will proceed with a formal procurement process and bring recommendation(s) back to council when bids are opened and evaluated.

The termination and temporary authorization are limited to the code-enforcement program; the city did not announce any changes to other vendor contracts at the meeting.
