Pulaski aldermen approve tuition-assistance policy, municipal code update and a series of permits and appointments

At its Sept. 9 meeting, the Pulaski Board of Mayor and Aldermen adopted a tuition-assistance policy for city employees, enacted a comprehensive municipal code revision, approved several administrative actions and permits, and confirmed a planning commission appointment.
Mister Keith described the tuition-assistance policy as a reimbursement program restricted to full-time employees for accredited courses “directly related to the position that the employee holds or a position they would potentially apply for,” and said employees must file a notice of intent before the fiscal year budgeting process. The policy requires department-head and city approval before reimbursement and includes a commitment that employees remain employed with the city for four or five years after receiving assistance; failure to meet that commitment triggers full reimbursement to the city. Keith also said the program prevents “double-dipping” if other funds are available and warned the aid could be taxable under IRS rules. He added the program covers tuition and fees only and does not cover food.
The board approved the tuition-assistance resolution by roll call; all members recorded aye votes.
On another major administrative matter, the council approved on second and final reading a comprehensive codification and revision of the municipal code. Keith told the board the update is roughly 400 pages and has been worked on over an extended period. The ordinance passed on a unanimous roll-call vote.
The council also approved several routine and administrative items by voice or roll call:
- Donation of a retired police vehicle to the local rescue squad. Chief Bass had brought the vehicle to the city’s attention at the work session; the board approved the donation with a recorded unanimous vote (motion moved by Mister Worsham, seconded by Mister Miles).
- Sale of assorted surplus police items (holsters and other equipment) to be sold at a gun-dealer sale; motion carried unanimously (motion moved by Mister Massey, seconded by Mister Bridal).
- Parade and special-event permits for the Rotary Club (Oct. 11, 2025) and the Pulaski Lions Club (Oct. 18, 2025); bonds were in order and permits were approved unanimously.
- A time-limit policy for public comments applying to all city boards and committees that limits remarks to three minutes and asks speakers to sign in; the board approved the policy by roll call.
- Mayor’s appointment of Tiffany Haygood to the planning commission; the council confirmed the appointment on a roll-call vote.
Several community announcements closed the meeting: a Giles County Arts Association arts-and-crafts fair set for Nov. 8 at the AgriPark and a Tennessee Municipal League presentation scheduled two weeks before the next board meeting.
