Price City planning commission approves conditional use permit for adult day care at 111 North 200 East

The Price City Planning and Zoning Commission on Sept. 8 approved a conditional use permit for an adult day care to operate at 111 North 200 East, authorizing Stepping Stones Home Health Services, operated by applicant Amelia Walls, to run a small senior day center and home-health office at the commercial C-1 site.

The permit authorizes a structured day program intended for older adults who need help with activities of daily living and access to community supports. The commission approved the conditional use permit after the applicant described services, transportation and staffing plans and after the planning staff read a written land‑use agreement that incorporates code- and safety-related conditions.

The agreement, dated to commence Sept. 8, 2025, runs with the land unless a change of use or other performance issues require termination. It requires compliance with the Price City Land Use Management and Development Code and related local and state permitting; a building safety inspection and any recommendations from the building inspector and the Price City fire chief; a business license before operation; installation of exterior LED lighting and at least 5% landscaped area as site conditions allow; a hard-surfaced dumpster enclosure; and not fewer than four off‑street parking spaces. The agreement also restricts hours to 7 a.m. to 6 p.m., prohibits on‑site medical inpatient or outpatient services, prohibits activities that would require a grease trap, and limits occupancy to the maximum safe occupant load set by the building and fire officials.

Amelia Walls, the applicant, told the commission the center will be small and that state guidelines would likely limit the facility to about four to six individuals at a time. "It's going to be a mixture of home health services and a senior day center ... the focus would be socialization, wellness activities," Walls said. She said participants would be served "one nutritious meal and two snacks" during an 8 a.m. to 4 p.m. schedule and that she had a shuttle bus to provide pick-up and drop-off from participants' homes. Walls also said a registered nurse would administer medications when needed.

Commissioners asked about facility updates and staffing. Walls said the owner expects only minor interior updates (paint and new flooring), with estimated costs she described as "probably close to, like, 2,000" on the flooring and up to $3,000–$4,000 as a higher-end total. She said the facility would include couches and recliners for rest, a quiet area for naps, and that the rear door is ADA accessible though there is a small step at the front entrance. For outdoor time, Walls said the program plans to use nearby pavilions at Washington Park when weather permits.

The written conditions also require maintaining any required DAPA licensing for employees and providers operating from the site, completion of building permits and inspections for any construction, removal of nonpermitted signage, and that drop‑off and pick‑up occur in the parking lot rather than on 100 North or 200 East.
