Commissioners create assessor mapping technician position and approve several clerical pay-grade moves

St. Francois County commissioners approved creating a new mapping technician title (grade 4) for the assessor’s office, authorized transferring Stephanie Owens into the position effective Sept. 8 at $16.58 per hour, and approved pay-grade moves for multiple clerical staff.
During the discussion, staff described the proposed mapping technician as a GIS-oriented role that will read legal descriptions, prepare materials for the county recorder, and support internal mapping tasks. Commissioners and staff noted the county already owns GIS software and that a dedicated in-house operator could expand county capabilities—mapping culverts, road layers and other infrastructure—and potentially offer services to other municipalities.
The commission also approved moving Michelle Morgan to deputy clerk 3 (grade 4) at $16.83 per hour effective Sept. 6, 2025, to absorb added inventory duties after a retirement, and moving Jennifer Freelander to deputy clerk 2 (grade 3) at $16.42 per hour effective Sept. 6, 2025, to take on full responsibility for tax-sale work. Commissioners said job descriptions were prepared for the changes and that elected officials must work with HR on job descriptions before any future pay changes.
The motions to create the position, transfer Stephanie Owens, and approve the pay-grade changes were each made, seconded and approved by voice vote.
