Washington County commissioners accept 3-month WCCLS reserve as temporary exception, ask staff to respond to Beaverton mayor

Washington County commissioners reviewed proposed fund-balance scenarios for the Washington County Cooperative Library Services (WCCLS) at a Sept. 9 work session and agreed to treat a three-month reserve target as an exception to the county's four-month policy for the current levy cycle, directing staff to return with a recommendation and to draft a response to a series of letters from Beaverton Mayor Lacey Beatty.

The discussion centered on how much of WCCLS's existing fund balance should be allocated up front to local partner libraries and how that would affect cash flow and county risk. County and library staff presented three onetime-distribution scenarios modeled by Marina and Company that would free up about $1.0 million, $1.3 million or $1.5 million from reserves for an initial allocation to libraries; the most aggressive scenario would reduce the cooperative's ending balance to roughly 1.79 months of operating expenses under the presentation's assumptions.
