Commission approves consent agenda, design for reclaimed‑water interconnect and pavement management plan; appoints TLPD member

The City of Winter Springs Commission approved its consent agenda on Sept. 8, adopting several administrative and capital items including a design contract for a reclaimed‑water interconnect, a pavement‑management services agreement, and an appointment to a local board.

Deputy Mayor Mary Kate Resnick moved to approve the consent agenda; Commissioner Sarah Baker seconded. The roll call recorded Baker and Resnick as aye; Commissioner Paul Diaz, Commissioner Victoria Bruce and Commissioner Paul Caruso also registered their votes during the roll call on consent and the motion carried.

Key items approved under consent and attendant discussion:

- Reclaimed‑water interconnect design (agenda item 302): The commission authorized $174,741 for design only to connect east‑ and west‑side reclaimed‑water systems. City staff said the project will provide about 3,900 linear feet of pipeline to move excess reclaimed water between systems; construction costs were not included in the design contract.

- Pavement management services (Kimley‑Horn): The commission approved a pavement management plan to implement a data‑driven pavement management system (DRIVE) that rates road surfaces and supports long‑term capital planning.

- Senior center consent pull: Item 300 (senior‑center agreement) was pulled for discussion at the request of residents; commissioners and staff discussed contract language and communications with the senior‑center board (separate coverage).

- Board appointment (agenda item 502): The commission appointed Cindy Mirki to fill a vacancy on the TLPD board (Seat 4) after the mayor or deputy mayor nominated the candidate. The motion to appoint was seconded and approved by roll call.

Staff noted that informational agenda materials, including project timelines and the holiday parade‑route change, are available on the city website.
