Finance update: FY19 status steady; administration to implement January minimum-wage changes and present pay-schedule revisions

Ashley, the district finance staff member, presented an update on FY19 and FY20 budget planning. The update showed revenue up compared with the prior snapshot and transportation expenditures reduced in part because of a newly purchased van that staff expect will lower bus expenses for small-group trips. The finance director noted the packet represented a snapshot as of Dec. 31 and does not yet include all encumbrances.
On staffing and wages, administrators discussed the state minimum-wage increase effective Jan. 1 and said the district must implement the change immediately. Staff will update program pay schedules and present an inclusive chart covering community programs, the pool and after-school programs at the next meeting. The committee asked for a multiyear projection because the minimum wage is scheduled to rise in coming years; administrators said they will produce a multiyear plan showing anticipated costs and offset options.
Substitute pay practices were discussed as well. The district’s policy moves long-term substitutes to a higher daily rate after they assume a multi-day assignment; administrators said they will include substitute-rate impacts in forthcoming budget materials.
No formal budget votes were taken at this meeting; the finance director will bring revised charts and proposals to the regional finance committee and the school committee in the coming weeks.
