League City Planning & Zoning Commissioners voted 6-0 to grant a floodplain variance that will allow construction of an approximately 2,200-square-foot single-story accessory structure at 1813 Portglen Drive.
The variance exempts the proposed structure from one of the City’s Chapter 50 requirements for floor elevations. Yaslyn Amaya, League City’s floodplain administrator and drainage engineer, told commissioners the proposed finished-floor elevation would match the existing home’s elevation of 15.38 feet. "There are no records of this property flooding, and the proposed addition does not appear to create any long term flooding concerns," Amaya said, summarizing staff’s recommendation to approve the variance.
Under the city ordinance cited by staff, new structures must be 2 feet above the base flood elevation (the 100-year flood) and 3 inches above the 500-year flood elevation. Amaya told the commission the proposed addition satisfies the 2-foot-above-100-year-BFE requirement but does not meet the 3-inch-above-500-year requirement; staff nonetheless recommended approval because the project matches the existing home elevation and staff found no records of prior flooding at the site.
Commission discussion focused on the character of the addition and neighborhood consistency. Commissioners asked whether the accessory structure was a cabana/covered patio and clarified it is an addition to the garage with living quarters, and that similar improvements exist elsewhere in the subdivision. The property owners were not present but, according to staff, are aware of the flood-zone constraints and the variance request.
A commissioner moved to grant the variance and a second was recorded; the commission voted unanimously in favor. The motion carried 6-0.
The commission’s approval permits the applicant to proceed under the conditions summarized in staff’s report; staff noted no further long-term flooding impacts were anticipated.
