Collin County Commissioners' Court on Wednesday approved an order keeping the mandatory Local Provider Participation Fund (LPPF) rate at 6 percent for fiscal year 2026 and adopted administrative changes reflecting new state statutory language.
At a public hearing, Michael Neal and Kimberly Lam of Adelanto Healthcare Ventures described the county's LPPF program as a mandatory payment by participating private hospitals that unlocks federal funding to help reimburse care for Medicaid‑eligible and indigent patients. Neal said the program returns dollars to hospitals that provide care for low‑income residents and thanked the county for its support.
Neal told the court the Texas Legislature enacted Chapter 292E of the Texas Health and Safety Code in the recent session, a new statutory framework authorizing Collin County to continue the LPPF and to collect a higher administrative fee to operate the program. He and Lam asked the court to adopt an order that keeps the rate at 6 percent for FY2026 and to adopt the new administrative‑fee allowance.
A commissioner moved to approve the 6 percent rate and the increased administrative fee authority; the motion was seconded and the court voted in favor. The court recorded the motion as carried; staff thanked the visiting hospital representatives for their support.
