Staff told the council that after reviewing construction bids the city will rebid the main construction contract in December and expect construction to begin in the spring. To support the rebid, the council approved a construction administration and inspection contract with PEI, the engineers who performed the original project design. The council approved the contract by roll call vote (5‑0).
A staff member summarized the decision: “We had planned to award both the construction contract for the Alamo Pintado Road project as well as the construction administration and inspections contract. After reviewing the bids ... we’ve decided to pull that from the agenda and rebid that in December with construction starting in the spring.” The council then voted to proceed with the construction administration and inspection contract so PEI can assist during the rebidding process.
A council member asked whether any local firms had submitted proposals, noting the selected firm’s office appeared to be in San Luis Obispo. Staff replied that the design engineer commonly performs construction‑phase services and that the city uses a public bidding portal (PlanetBids) so local firms receive notice and may participate.
The action approved by council covers only the construction administration and inspection portion of the procurement; the main construction contract will be reissued for bids in December.
