The change, adopted unanimously, adds an inspection requirement to existing documentation the council already requires for property gifts, such as a title report, third‑party appraisal and a Phase I environmental site assessment. The council approved the revision by roll call vote, with Mayor David Brown and all four council members voting yes (5‑0).
