Staff briefed the Strategic Planning Committee on the city’s legislative agenda preparation and said the committee will begin refining priorities for the upcoming Richmond session.
Dan (staff) said he attached last year’s legislative priorities for committee review and that staff have begun tracking topics across departments. He said staff will invite Delegate Wiley and Senator French to an upcoming work session—targeted for early October—so council members can hear the lawmakers’ perspectives before the council approves final legislative priorities.
Committee members asked about particular items such as school construction and equity in education; Dan said he has had preliminary discussions with the superintendent and the county and that the county’s historical opposition has complicated past efforts. A councilor suggested priorities be supported with data—estimates of lost revenue or other impacts—so requests to the state can be framed with facts.
Staff said the legislative item will return to the Strategic Planning Committee next month for further discussion and asked members to review the prior list in advance.
